Overview
RFF experts are closely tracking the key issues, challenges, and conversations likely to come at the upcoming 26th Conference of the Parties in Glasgow, Scotland. Our modeling and analysis examine many of the topics expected to play a key role in COP26 discussions, including carbon border mechanisms, international climate policy, the role of developed and developing countries in climate ambition, and the state of the global energy system.

Vice President for Research and Policy Engagement
Billy Pizer is Vice President for Research and Policy Engagement at RFF. Previously, he was the Susan B. King Professor at the Sanford School of Public Policy, Duke University. He is also a Research Associate at the National Bureau of Economic Research.

Dallas Burtraw is a Darius Gaskins senior fellow at RFF. Burtraw’s research includes analysis of the distributional and regional consequences of climate policy and the evolution of electricity markets including renewable integration.

Carolyn Fischer is a senior fellow at RFF. Fischer's research explores questions of environmental policy instrument design.
Brian P. Flannery
Visiting Fellow
Brian Flannery joined Resources for the Future as a visiting fellow in 2012. At RFF he continues involvement on climate and energy issues that began in 1980 when he joined Exxon’s Corporate Research Laboratory.
